Norwich-State-Hospital
The hospital first opened its doors in 1904 in Norwich, Connecticut. It was built in an idyllic location chosen for its therapeutic properties overlooking the River Thames.
The Norwich Insane Asylum was built isolated from civilization, which worked to its benefit as it began to grow during its early years sprouting new buildings that accompanied the original construction (see aerial view of the hospital here). These new construction projects included patient wards, staff cottages, laboratories and workshops. All of the structures were interconnected by a large network of underground utility tunnels. These tunnels transported electricity, hot water, and patients to various areas on the grounds. The hospital remained self-sufficient, almost like a small town, with its own power plant, pump house, working farm, kitchen, theater and church.
Over 3,000 patients and 1,000 employees were residents on the asylum grounds in the 1950’s.
Slowly patients began to leave Norwich State Hospital due to deinstitutionalization and it permanently closed its doors in 1996. Since then time has basically stood still on the property with a few exceptions. Currently there is talk about converting the grounds into a theme park, but nothing has been set in stone.
After a long tedious drive we leave the car in a commuter parking lot close to the buildings. Ever the vigilant group of explorers we notice a State Trooper making his rounds and dive into the forest for cover. Luckily we outsmarted the police yet again and after regrouping walk along the Thames River for a few hundred feet. We finally see the abandoned pump house looming in the distance and decide to make this our entryway into the campus.
This site has a reputation for being well guarded, well patrolled, and does not take kindly to trespassers. I am always on edge when exploring across the Atlantic and the numerous “State Property – No Trespassing” signs that litter the grounds did not bode well for my paranoia. Instead of exposing ourselves above ground to security and prying eyes, we decided to take the underground route through the utility tunnels.
Using the tunnels we explored many buildings without ever being forced to go outside. This method of travel was soon confirmed to be the safest. On our first attempt to venture outside we were only a few feet away from a security officer in a black uniform. Fortunately he didn’t look our way and we quickly receded back into the tunnel network. For a while we hid in the abandoned theater so we could look around the campus without being seen.
This encounter with security dampened our spirits and made our visit a whole lot shorter than we would have liked. We made our grande exit through the empty chapel, this allowed us to avoid walking back through the forest. As we were walking back to the commuter lot to pickup our car we noticed the State Trooper had been watching us as we suspiciously walked down the road. I wonder where we went to and were coming back from?!

Having some experience with OSHA, I must say I find it hard to believe an inspector would overlook an incident like that occuring while he was on the premises. Certainly not IMPOSSIBLE, but extremely unlikely. OSHA is a Federal watchdog organization, and as such is under scrutiny not only from the inside but also from the industrial giants they inspect. Any company that has been hit with multi- millions in fines for non compliance would love to prove OSHA inspectors are corrupt, to cast doubt on the credability of their findings against their own factories. (OSHA will indeed fine you $800-$1000 for leaning a piece of quarter inch plywood against a fire extinguisher, even if its just to go open a door to take it out.) Depending on what the plant produces and for who, the inspector could be charged with industrial espionage, even.
Add that the inspector can be held personally liable for any injuries that should occur in a repeat of the event, and I cant see how that could have happened. More likely, regardless of OSHA being there or not, the department where the accident occured would be immediatly shut down, if for no other reason than repairs. With OSHA present, and a bearing in mind OSHA sends teams, not single inspectors, they would be obliged to immediatly shut down operations, launch an investigation, and determine if the company was guilty of neglegence, or it was an unforseeable mechanical failure. Even should it be the latter, guardrails and other precautions should have been in place to keep people out of the area the machinery would have landed. Hell, anytime someone is more than 6 feet above the floor/ground, it requires a safety harness. The only reason for an injury would be if the employee had been trained, and still refused to use required safety equipment. A couple of warnings for such in the employees file would really support the companies position.
For an event like this to occur during an OSHA visit would be incredibly embarrasing for the company, also. Kind of like texting on your cel, and running into a cop car while he's stopped at a light, you basically KNOW you are screwed!

Have you ever worked directly with OSHA? Probably not. You don't know what you're talking about. They don't mess around.
of course osha is going to say that, they are getting paid under the table for it! this happens more often than you think. i once worked in a parts stamping plant, and one of the presses stamp fell (which weighed many tons) and nearly missed my buddys hands, osha had a representative at the plant and he went and told the rep and the rep said he wasnt going to do anything about it or report it to anybody and handed him a hundred dollar bill. of course he was hurten for money so he took it. i dont trust osha for anything. period.

I saw them at seaside taking pictures and running around...there was a dog too. but there was no car anywhere...and they went around the main bldg and disapeared. everything looked lockedup but I think they went inside...we did not see them again and we left. I assume it was them...
